Yes, the Darkling will be able to use his amplifying abilities on the other magic users of the Ti'shaaz family, boosting, etc.

However, as the magic in Braccia is quite different than what he's used to, his boosting effects won't work to the same degree that they might in Ravka. He might also find that his efforts do become taxing on him after extended use.
