"No, no, not mutating it. Just replicating it. I heard the order came from Commander Brennon back when he'd just risen to the post of Commander, a little over twenty years ago now. But the harvesting technology is expensive and difficult to use — of course it'd be a lot easier if we could simply make it ourselves, instead of relying on electrium."

Kaeya blows an errant curl out of her face as the shuttlelift comes to a stop and the doors hiss open, letting them out and into the hall that connects to the cafeteria.

"The original form of ghost matter only inhibited powers and wasn't fatal at all, you see, so it was ideal to use around the Galaxy to fight criminals and treat those who were suffering from power malfunctions, or had their powers hurt either themselves or others accidentally. They could be subjected to the matter, it would suppress their powers, but eventually the levels of ghost matter in your body would go down and your powers would return. If we'd been able to synthetize it, can you imagine all the good it could have done? All the children who got hurt because a lack of control of their own powers, given a medicine that would allow them to grow and learn... but that dream's gone, now." She looks at him, pausing before they enter the cafeteria, lowering her voice.

"If you ask me, no one should be using the matter in the form it is in, now. Of course, they only use it in weapons against criminals... but isn't it enough the people in this Complex suffer the effects, every day?"

With a tight smile, Kaeya waves for him to follow. "Best you forget I said that. It's not exactly a popular opinion, around here. But come, they're serving ghoal ppura, it's delicious. I'll treat you to it."

She will not speak more of the GMR or ghost matter in general, throughout their lunch in the cafeteria — she will, however, introduce him to those who go past them, and after lunch, will do as she promised: gets him all the documentation, a FNRR holocard that will get him access to the labs, and a set place in the lab to work at.
