He's alive, on his knees, gasping for air, and Finn would do something about that if he could stop staring for long enough.
He doesn't realize what just happened, what he had just done, until the bandit begins to make a run for it. Even though he jolts as if to follow and stop him (they must be scouts, he can't report back), Finn feels the pressure of Jim's hand around his wrist and ultimately doesn't move.
It feels a little like it had happened to someone else but... no. He used the Force and he used it to choke someone, far more than was necessary to kill. There's a long list of reasons, excuses, but it doesn't really matter. Especially since... James had seen the whole thing.
