1) He would be able to slow the pulsefire attack enough for whoever it is directed at to duck out of the way, if they have fast reflexes.
2) As with other answers above that have to do with mind-related abilities, those work on some of the Bouldersnakes but not on others.
3) He could pacify them temporarily, yes.
